France described the pardon as a humanitarian gesture and said the decision followed what it called a \u201cpatient and demanding dialogue\u201d with Azerbaijani authorities.<\/p>\n<p dir=\"auto\" data-start=\"1902\" data-end=\"2237\">Ryan&#8217;s release comes after a prolonged period of diplomatic tension between France and Azerbaijan. According to reporting, Ryan had been sentenced to 10 years in prison in Azerbaijan on espionage charges. Reuters and other reports said the EU removed Usmanov and another Russian billionaire, Mikhail Fridman, from its Russia sanctions list while renewing broader sanctions against thousands of individuals and entities.<\/p>\n<p dir=\"auto\" data-start=\"3550\" data-end=\"3877\">Euronews reported that Ryan&#8217;s release was connected to a wider diplomatic arrangement involving the removal of Usmanov from the EU sanctions list. France&#8217;s official statement, however, did not mention Usmanov and instead attributed the outcome to its dialogue with Azerbaijani authorities.<\/p>\n<p dir=\"auto\" data-start=\"3879\" data-end=\"4123\">The pardon was signed by President Ilham Aliyev on September 23. Ryan had been held in Azerbaijan since December 2023 and was sentenced earlier in 2026.
