That describes many readers of South Asian outlets in Texas. With the October 5 registration deadline close and early voting starting October 19, the Texas Civil Rights Project (TCRP) used a September 29 session hosted by Houston Community Media to lay out what journalists should tell them.

Who Can Vote in Texas and What Counts as a Final Felony Conviction

Voters must be U.S. citizens, at least 18 on Election Day, registered, and not serving a sentence for a final felony conviction. A guardian does not automatically block voting. A judge has to say so specifically. Blair also noted that the Secretary of State website has had technical trouble, so Harris County voters can use HarrisVotes.com to check their registration.

An attendee asked what final means. Carl Blair, TCRP’s senior election protection attorney, explained that it covers a guilty plea, a no contest plea or a conviction no one is appealing. A conviction still under appeal does not count. Registration is cancelled once a final conviction is on record, and voting rights return automatically after a person finishes incarceration, probation and parole. The person must then re register, and Blair suggested checking with the county voter registrar first. TCRP’s partners also pointed attendees to restoreyourvote.org.

A Registration Backlog From the Department of Public Safety

Another attendee asked about reports that an error at the Texas Department of Public Safety held up voter registration applications. Blair called it a separate problem from the suspense list. People can register when they deal with the department, which is supposed to pass the data to the Secretary of State. That transfer failed. His best estimate was about 200,000 voters statewide, with roughly 75,000 in Harris County.

County registrars have agreed to work through the backlog, so affected voters should be able to cast a regular ballot in November. These figures were offered as estimates, not official counts. The suspense list, which sits at about 1.2 million voters this year, is a different issue and does not cancel registration on its own.

Where people go online to find voting information. Source: Shorenstein Center, National Internet Observatory browsing data, August 28 to September 8, 2026.

What Happens After the Polls Close

One participant, relaying worries from voters about recent Supreme Court decisions on the Voting Rights Act, asked what voters can do if something goes wrong after ballots are cast. Blair pointed to two steps that are not optional. Counties must canvass the results, meaning officials compare records from each polling location, and those meetings are open to the public with advance notice of the date and time. Then comes certification, when a certificate of election goes to the winner. No official, he said, has legal authority to refuse either step, and lawsuits can follow if someone tries. His advice was to show up at canvass meetings. He added that the Texas Election Protection Coalition has done extensive scenario planning.

How Newsrooms and Community Groups Can Counter Election Misinformation

Stephanie Drenka, TCRP’s earned media manager, noted that much voting information comes from social media, so false claims can travel quickly. If a rumor is stuck in a tiny audience, she said, covering it may amplify it, so keep watching and prepare a response. If it grows, choose a trusted messenger and ask what feeling made the rumor appealing, such as fear about jobs, and answer it with facts.

Her format for a correction: lead with the truth, flag that a falsehood follows, restate it once, explain where it came from and how you know it is false, then end by repeating the facts. If the false claim ran as a headline, run the correction as one. Drenka also cited Brennan Center advice to build a list of authoritative sources, including election officials, before sensational stories take hold. She urged outlets to publish explainers before Election Day, such as one on the suspense list, so readers hear the facts first.

Key Dates and Hotlines for Texas Voters

Register by Monday, October 5. Early voting runs October 19 to October 30. The last day to apply for a mail ballot is Friday, October 23. Election Day is Tuesday, November 3, and the last day to fix a mail ballot or show ID for a provisional ballot is Monday, November 9. Overseas and military voters have slightly longer mail ballot deadlines.

Election Protection hotlines include 866 OUR VOTE in English, 888 VE Y VOTA in Spanish, 888 API VOTE for Asian and Pacific languages and 844 YALLA US in Arabic. Moderator Nakia Cooper closed by telling outlets that time is short and that many people simply do not know these protections exist.
