Hosted by American Community Media, the session heard from a voting rights plaintiff, a political scientist and a campaign strategist. Their message was that Black voters are loyal to the Democratic Party, but loyalty does not guarantee turnout, trust or political power.<\/p>\n<h2>Where do Black immigrants fit?<\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-3376\" src=\"https:\/\/southasianchronicle.com\/wp-content\/uploads\/2026\/10\/WhatsApp-Image-2026-10-05-at-12.38.20-PM-300x198.jpeg\" alt=\"\" width=\"336\" height=\"222\" srcset=\"https:\/\/southasianchronicle.com\/wp-content\/uploads\/2026\/10\/WhatsApp-Image-2026-10-05-at-12.38.20-PM-300x198.jpeg 300w, https:\/\/southasianchronicle.com\/wp-content\/uploads\/2026\/10\/WhatsApp-Image-2026-10-05-at-12.38.20-PM.jpeg 376w\" sizes=\"auto, (max-width: 336px) 100vw, 336px\" \/><\/p>\n<p><em>The Black Vote in 2026<\/em><\/p>\n<p>Several questions from reporters focused on Black immigrants, who face racial inequality and tougher immigration enforcement together. One participant noted Pew Research Center findings that one in four Black people is an immigrant or the child of one. Dr Andra Gillespie said current polls cannot answer this. A sample of 200 Black respondents leaves perhaps 50 immigrants, too few to say anything meaningful.<\/p>\n<ul>\n<li>Detailed surveys of communities of colour are usually funded only in presidential years.<\/li>\n<li>Gillespie offered to connect reporters with researchers who hold relevant data on immigration raids.<\/li>\n<li>Michael Bland said March focus groups began with some participants feeling this was not their fight, before the mood turned to them now, us next.<\/li>\n<li>A question about fear of federal agents at polling places was raised in the chat but not answered before time ran out.<\/li>\n<\/ul>\n<h2>The turnout picture<\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-3377\" src=\"https:\/\/southasianchronicle.com\/wp-content\/uploads\/2026\/10\/WhatsApp-Image-2026-10-05-at-12.32.20-PM.jpeg\" alt=\"\" width=\"235\" height=\"237\" \/><\/p>\n<p><em>Dr Andra Gillespie, political scientist at Emory University<\/em><\/p>\n<ul>\n<li>Black Americans are nearly 14 per cent of the population but usually 9 to 11 per cent of midterm voters.<\/li>\n<li>About 90 per cent of Black voters backed Democrats in 2018, and congressional races still run close to nine to one.<\/li>\n<li>Research from HIT Strategies found 64 per cent of Black voters said attacks on voting rights made them more likely to vote.<\/li>\n<li>A survey for Black Men Vote found 92 per cent of young Black men value voting, yet 26 per cent are unsure or unlikely to vote.<\/li>\n<\/ul>\n<p>Gillespie urged caution, because many polls include only 120 to 200 Black respondents. In her view party loyalty is stable, so turnout is the real variable. She also asked whether anger over voting rights reaches occasional voters or only those who already vote, and said that needs more study.<\/p>\n<p>A CBS News poll showed Black voters as likely as others to call themselves very enthusiastic, which she reads as room for further mobilisation.<\/p>\n<h2>Maps, courts and lost safeguards<\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-3379\" src=\"https:\/\/southasianchronicle.com\/wp-content\/uploads\/2026\/10\/WhatsApp-Image-2026-10-05-at-12.31.50-PM.jpeg\" alt=\"\" width=\"236\" height=\"219\" \/><\/p>\n<p><em>Evan Milligan, voting rights advocate and lead plaintiff in Allen v. Milligan<\/em><\/p>\n<p>Evan Milligan, the named plaintiff in Allen v. Milligan, described Alabama as a warning for the whole country. The Supreme Court removed the Voting Rights Act\u2019s preclearance rule in 2013, and the Louisiana v. Callais ruling on 29 April raised the bar for challenges further. Alabama, where 27 per cent of residents are Black, was later allowed to discard its May primary results and hold a special primary in August.<\/p>\n<p>Gillespie added that the effects vary. Alabama, Louisiana, Tennessee and Florida have redrawn districts already. Georgia may depend on its governor\u2019s race, since a Democratic governor could veto new lines, while South Carolina may wait for a retirement announcement.<\/p>\n<p>Milligan was candid about the pressures on the ground. Rising grocery and fuel costs compete with voting rights for attention, and outside money is thinner than in presidential years. Civic, cultural and faith groups are carrying the load, so he asked everyone to judge progress over 10, 15 and 20 years.<\/p>\n<h2>Young Black men and the messaging gap<\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-3378\" src=\"https:\/\/southasianchronicle.com\/wp-content\/uploads\/2026\/10\/WhatsApp-Image-2026-10-05-at-12.32.16-PM.jpeg\" alt=\"\" width=\"193\" height=\"193\" \/><\/p>\n<p><em>Michael Bland, Executive Director of Black Men Vote<\/em><\/p>\n<p>Bland argued that young Black men rarely receive mail, texts or invitations to focus groups. Their concerns are wealth, entrepreneurship, education and mental health, and he asked campaigns to speak about careers rather than jobs. He warned that healthcare cuts will bite harder from 2027.<\/p>\n<p>He said Black men were still the second most Democratic group in 2024, yet campaigns offered them little beyond hope and change. In his experience, local figures such as city councillors, youth sports coaches and barbers persuade these voters far better than celebrities or athletes.<\/p>\n<p>Gillespie offered another reading of 2024. Republicans did better at bringing out occasional voters, and a small group of Black voters responded to their message. She said Democrats now enjoy an enthusiasm advantage, and blame for the economy could point the other way this time.<\/p>\n<p>Bland went further and called this a more pivotal election than 2028, because the next chance to draw maps arrives in 2030. He urged outlets to help communicate a genuine sense of crisis.<\/p>\n<h2>What the speakers asked of community media<\/h2>\n<ul>\n<li>Gillespie asked reporters to add depth and texture, and to push back on stereotypes that consultants repeat.<\/li>\n<li>Bland asked outlets to amplify National Black Male Voter Day on 24 October, run with the NAACP, the National Urban League and 100 Black Men of America.<\/li>\n<li>Milligan advised looking beyond November, so that people are not made to feel like failures for missing unrealistic goals.<\/li>\n<li>All three speakers favoured steady, year-round engagement over late campaign pushes in the final weeks.<\/li>\n<\/ul>\n<h2>Speaker Bios<\/h2>\n<table width=\"650\">\n<tbody>\n<tr>\n<td width=\"180\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-3377\" src=\"https:\/\/southasianchronicle.com\/wp-content\/uploads\/2026\/10\/WhatsApp-Image-2026-10-05-at-12.32.20-PM.jpeg\" alt=\"\" width=\"175\" height=\"176\" \/><\/td>\n<td width=\"470\"><strong>Dr. Andra Gillespie<\/strong><\/p>\n<p>Andra Gillespie is associate professor of political science and director of the James Weldon Johnson Institute for the Study of Race and Difference at Emory University.<\/p>\n<p>Gillespie teaches undergraduate and graduate courses in American and African American politics, African American political leadership, political participation, qualitative methods, and race and elections. Before joining the faculty at Emory, she worked as an analyst for Democratic pollster Mark Mellman.<\/p>\n<p>Her research focuses on the political leadership of the post-civil rights generation. She edited and contributed to Whose Black Politics? Cases in Post-Racial Black Leadership (Routledge, 2010), which features case studies of prominent black elected officials born after 1960 to shed light on the advent of a new generation of black political leadership. She is also the author of The New Black Politician: Cory Booker, Newark and Post-Racial America (NYU Press, 2012), which examines the evolution of black politics in Newark, New Jersey to gain a deeper understanding of the connection between racial solidarity, vote choice and policy preferences. He currently serves as the Executive Director of Black Men Vote (BMV), where he leads the organisation\u2019s mission to mobilise, educate, and empower Black men as a decisive force in American democracy.<\/p>\n<p>Bland recently served as Southern Battleground Director and Senior Advisor for Faith Engagement for the Harris for President campaign, directing strategies across key states and leading national engagement with faith leaders. Previously, as National Director of Leaders of Color at Education Reform Now, he scaled a national programme that trained over 400 fellows and supported the election or appointment of nearly 100 Black and Brown leaders.<\/p>\n<p>His background includes campaign management, notably leading Congresswoman Jahana Hayes\u2019 historic election as the first African American woman to represent New England. He also served as Northeast Deputy Field Director, contributing to flipping Nash County for the first time in United States history.<\/p>\n<p>A University of Rhode Island graduate, Bland has served on numerous nonprofit boards and is a member of the Prince Hall Free and Accepted Masons.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<table width=\"650\">\n<tbody>\n<tr>\n<td width=\"180\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-3379\" src=\"https:\/\/southasianchronicle.com\/wp-content\/uploads\/2026\/10\/WhatsApp-Image-2026-10-05-at-12.31.50-PM.jpeg\" alt=\"\" width=\"174\" height=\"162\" \/><\/td>\n<td width=\"470\"><strong>Evan Milligan<\/strong><\/p>\n<p>At 16 years old, Evan Milligan worked his first paid social justice job with the Federation of Child Care Centers of Alabama, a grassroots organisation born out of the civil rights movement with a focus on improving the lives of low-income families in Alabama.<\/p>\n<p>This was not the start of his long-standing devotion to civil rights, nor was it the end. He grew up surrounded by friends and family who doubled as community leaders, visionaries and activists. His relationship with civic engagement was cultivated at a young age.<\/p>\n<p>Raised in Montgomery, Alabama, the site of numerous pivotal events during the civil rights movement, Milligan can\u2019t pinpoint the exact moment he became interested in serving his community. Whether it was hearing stories from community elders about the struggles of growing up Black during the Jim Crow era or helping his mother hand out flyers for HIV\/AIDS awareness, Milligan was constantly involved in his family\u2019s advocacy.<\/p>\n<p>He was also the named plaintiff in Allen v. Milligan, a case that resulted in a historic U.S. Supreme Court ruling that Alabama\u2019s new congressional district map violated the Voting Rights Act (VRA) by diluting the votes of Black residents. The June 2023 decision means that the state, where Black people comprise 27% of the population, must redraw the map to include a second majority-Black congressional district (out of seven total).
