Four speakers addressed tribal sovereignty, voting access, representation and youth engagement. The United States holds presidential elections every four years and midterms every two, and midterm turnout is usually lower. That makes the issues raised here, and the size of Native voting blocks in places such as Michigan and Alaska, especially important in 2026. The panel stressed that Native voters are not a monolith. Michael Roberts noted there are 475 tribes across 38 states.

Michael Roberts: Visibility and Data

Roberts, President and CEO of First Nations Development Institute, said Native voters remain largely invisible in public life. He recalled that after 2024, media reports suggested Native voters backed Donald Trump by 67 percent. First Nations paid for its own poll of roughly 500 to 1,000 self-identified Native voters, which found about 57 percent supported Kamala Harris.

He said Native voters share the general public’s worries about inflation, affordability and housing, but that sovereignty, culture, language and land may drive them to the polls even more. He challenged the idea of a sharp urban-reservation divide, saying census analysis shows about half of Native people live within 20 miles of tribal homelands. His 2024 polling found that 82 percent of reservation and rural voters and 72 percent of urban voters cared about land, sovereignty and culture. He added that half or more of Native voters had never been contacted before the 2024 election, and that Native voter groups are badly underfunded. On compulsory voting, he noted Native people have already endured many compulsory measures, including boarding schools.

Melissa Rogers: The Cost of Voting

Rogers, a political scientist at Claremont Graduate University, described barriers as the “cost of voting”: when voting is harder, fewer people do it. Polling places and registration offices sit in county seats far from tribal lands. She cited Duck Valley Reservation in Nevada, where residents faced a 100-mile one-way drive.

Vote by mail is no easy fix, she said. Mail service on reservations is systematically worse, parts of the Navajo Nation are far from any post office, and many Native voters distrust mail ballots. Voter ID and addressing rules can also disenfranchise people without street addresses or driver’s licenses, as happened in North Dakota in 2012. When polling places move onto tribal lands, she said, Native turnout surges. She opposed compulsory voting unless costs fall sharply, and agreed with a moderator’s comparison to a poll tax.

Judith LeBlanc: Treaty Rights and Organizing

LeBlanc, Executive Director of Native Organizers Alliance, stressed that Native nations hold a constitutionally guaranteed status as sovereign nations and that Native people are dual citizens. Treaty rights, including housing and education, follow people to cities. For urban Native communities, she said, representation is a major hurdle; Minneapolis has had only one Native city council member.

Her group’s surveys found culture, land protection and fear of budget cuts ranking high. With organizing fellows in 25 communities, she sees a new urgency among young voters that was absent in 2024. She also described how the Miccosukee Tribe, supported by her organization, led the campaign that ended Alligator Alcatraz, which she called a victory for treaty rights, the rights of nature and human rights. Finally, she warned that a Census Bureau proposal would drop the American Indian and Alaska Native category, with public comment extended to around Election Day.

Sage Phillips: Youth Taking the Lead

Phillips of the Wabanaki Alliance described the Wabanaki Policy Youth Initiative, which brings about 20 Wabanaki and non-Wabanaki young people to Maine’s State House. Their goals include amending the 1980 Maine Indian Land Claims Settlement Act, which she said blocks Maine’s four tribes from federal laws that benefit other tribes, and strengthening Wabanaki studies in schools. This summer the group registered voters and questioned candidates. She noted that Maine will soon seat tribal representatives from all four nations for the first time, though they cannot vote, and that a leading gubernatorial candidate has promised sovereignty within 100 days.

What the 2026 Midterms Could Change

LeBlanc said more than 300 Native candidates are running, the most in history. A reporter noted that no Indigenous woman has served in the U.S. Senate; Mary Peltola in Alaska and Peggy Flanagan in Minnesota are seeking those seats. Roberts urged voters to hold every official to the same standard. In the speakers’ view, better access, stronger representation and an accurate Census count would shift policy and funding toward Native communities, while persistent barriers would deepen the invisibility Roberts described.

Speaker Bios

Michael Roberts

Tlingit Tribe member; President and CEO, First Nations Development Institute

Roberts has led First Nations Development Institute, a Native economic development and justice organization founded in 1980, since 2005.
