(Proposed constitutional draft)<\/p>\n

Chapter 1: Administrative Structure of the State
\nPakistan shall be a federal, democratic, and constitutional state, with a strong federation, empowered provinces, and a fully autonomous local government system. All state institutions shall be subject to the Constitution.<\/p>\n

Chapter 2: New Provinces
\nFor better administration, balanced development, and service delivery, the country may be divided administratively into the following provinces:<\/p>\n

Punjab<\/p>\n

North Punjab
\nCentral Punjab
\nSouth Punjab
\nPothohar
\nBahawalpur<\/p>\n

Sindh
\n6. Karachi
\n7. Hyderabad
\n8. Mirpurkhas
\n9. Sukkur
\n10. Larkana<\/p>\n

Khyber Pakhtunkhwa
\n11. Peshawar
\n12. Hazara
\n13. Malakand
\n14. Dera Ismail Khan<\/p>\n

Balochistan
\n15. Quetta
\n16. Makran
\n17. Zhob
\n18. Kalat<\/p>\n

Other Federal Units
\n19. Gilgit-Baltistan
\n20. Azad Jammu and Kashmir (subject to constitutional and political consensus)<\/p>\n

Chapter 3: President of the State<\/p>\n

The President shall be the symbol of the state, the federation, and the Constitution.
\nThe President shall be directly elected by the people.
\nThe President shall be the head of the federal government.
\nThe federal cabinet shall function under the President.
\nThe President shall oversee national security, foreign policy, and federal institutions.<\/p>\n

Chapter 4: Federal Cabinet<\/p>\n

All provincial chief ministers shall be members of the federal cabinet.
\nEach chief minister shall be empowered in their own province’s affairs but answerable to the President on national and federal matters.
\nAll chief ministers shall take part in national policymaking to ensure full coordination between the federation and the provinces.<\/p>\n

Chapter 5: Governor<\/p>\n

Each province shall have a governor, who shall represent the federation and the President.
\nThe governor shall oversee the enforcement of the Constitution and implementation of federal policy.
\nIf a chief minister violates the Constitution or fails to fulfil constitutional duties, the governor \u2014 with the President’s approval \u2014 may recommend or act to remove the chief minister through constitutional procedure, subject to judicial review by the Federal Constitutional Court.<\/p>\n

Chapter 6: Federal Legislature<\/p>\n

The National Assembly shall be abolished.
