Reading Pakistan\u2019s history, one sometimes feels that instead of moving forward, we keep traveling in circles.<\/p>\n
The characters change. Governments change. Uniforms change. Political parties change. Even the methods used to neutralize political opponents change.<\/p>\n
Yet one question remains:<\/p>\n
If a popular political leader becomes a problem for the existing power structure, should that leader be defeated politically, or removed from the political arena altogether?<\/p>\n
This question is almost as old as Pakistan\u2019s political history.<\/p>\n
Fatima Jinnah challenged Ayub Khan in 1965 and lost, but the democratic question she represented did not disappear.<\/p>\n
In 1970, Sheikh Mujibur Rahman\u2019s Awami League won a clear parliamentary majority, yet the failure to resolve the transfer of power politically contributed to a crisis that ended with the breakup of Pakistan.<\/p>\n
Zulfikar Ali Bhutto was overthrown and eventually executed, but his politics survived him.<\/p>\n
Nawab Akbar Bugti was killed in 2006, but the Balochistan question remained.<\/p>\n
Benazir Bhutto was assassinated in 2007 under very different circumstances, yet her political legacy and constituency did not disappear.<\/p>\n
These personalities, events and circumstances were very different. They should not be placed in the same historical category.<\/p>\n
But they do point toward one recurring lesson:<\/p>\n
Removing a person does not necessarily remove the political question that person has come to represent.<\/p>\n
And that brings us to Imran Khan.<\/p>\n
One can disagree with him. His years in government, treatment of opponents, relationship with the establishment, political decisions and style of governance can and should be questioned.<\/p>\n
Democracy does not require us to make any politician sacred.<\/p>\n
But the larger question today is not whether Imran Khan is right or wrong.<\/p>\n
It is whether a major political force with millions of supporters can be made permanently irrelevant through imprisonment, court cases, administrative pressure or political engineering.<\/p>\n
Pakistan\u2019s history gives us little reason to believe that this formula works.<\/p>\n
Because ultimately, the voter is more important than the leader.<\/p>\n
A politician can be imprisoned.<\/p>\n
A party can be pressured.<\/p>\n
An electoral symbol can be taken away.<\/p>\n
A name can disappear from television screens.<\/p>\n
But how do you imprison the question inside a voter\u2019s mind?<\/p>\n
This is where the difference between a government and a state becomes important.<\/p>\n
A government may want its political opponents weakened.<\/p>\n
A state should want its institutions strengthened.<\/p>\n
A government may think about the next election.<\/p>\n
A state must think about the next generation.<\/p>\n
And a strong state is not one where disagreement has been silenced. It is one where even the strongest opponent of those in power believes that the system will treat him fairly.<\/p>\n
Perhaps Pakistan does not need another political victor.<\/p>\n
Perhaps it needs a political principle:<\/p>\n
Let the people decide.<\/p>\n
Let those elected by the people govern within the Constitution, and let those rejected by the people leave office.<\/p>\n
Let the military perform its constitutional role, the judiciary its role, Parliament its role, journalism its role, and above all, let the people perform theirs.<\/p>\n
After almost eight decades, the central question remains remarkably simple:<\/p>\n
Has Pakistan learned to resolve political disagreement through political means?<\/p>\n
If not, the problem is bigger than Imran Khan, or any one politician or general.<\/p>\n
The problem is the recurring belief that removing a person will somehow remove the question that person represents.<\/p>\n
History does not always send its bill immediately.<\/p>\n
Sometimes it arrives ten years later.<\/p>\n
Sometimes twenty.<\/p>\n
And sometimes an entire generation pays it.<\/p>\n
That is why today\u2019s question should not only be:<\/p>\n
What will happen to Imran Khan?<\/p>\n
The larger question is:<\/p>\n
What will happen to Pakistan after Imran Khan?<\/p>\n
Will we once again weaken our institutions, our Constitution and public trust in an effort to defeat one political figure?<\/p>\n
Or will we finally learn from our own history?<\/p>\n
Because states do not become stronger by eliminating their political opponents.<\/p>\n
They become stronger when they have the confidence to guarantee justice even to their strongest opponents.<\/p>\n
And perhaps Pakistan\u2019s real choice is this:<\/p>\n
Do we need another victor, or finally a system in which the Constitution does not have to lose for someone else to win?<\/p>\n","protected":false},"excerpt":{"rendered":"
