On International Women’s Day, Rubina Kausar urges stronger national commitment to women’s higher education and digital empowerment.
ISLAMABAD: On the occasion of International Women’s Day, renowned Pakistani academic and Public Relations Officer Rubina Kausar called for a renewed national commitment to women’s higher education and digital empowerment.
Speaking about the transformative role of education, Rubina Kausar emphasized that empowering women through education and technology is essential for Pakistan’s social and economic development.
A pioneering academic achievement
Rubina Kausar holds the distinction of being the first Pakistani woman to graduate with a Double Master’s degree in Public Administration and International Development Cooperation from Seoul National University in South Korea.

Her academic achievement highlights the growing presence of Pakistani women in global academic institutions and serves as an inspiration for young scholars. Throughout her professional career, Rubina Kausar has served in senior administrative roles within both the Federal and Punjab governments, as well as with international organizations Her experience reflects the increasing contribution of Pakistani women in governance, diplomacy, and public administration.
Highlighting the importance of knowledge, Rubina Kausar stated:
“Education is the ultimate catalyst for consciousness.”
Referring to the well-known prophetic guidance about seeking knowledge even if it requires traveling far, she encouraged Pakistani women to pursue academic excellence beyond borders.
“Our women are not just the grace of our homes,” she said. “They are the steel pillars of our state and economy.”
During her time in South Korea, Rubina Kausar served as the Administrator of the Volunteer Pakistan Community, where she authored the organization’s constitution and worked actively to promote Pakistani culture among Korean students. Her efforts contributed to strengthening cultural understanding between Pakistani and Korean communities.
An accomplished scholar, Rubina Kausar has submitted research theses in both English and Korean languages at leading universities, creating a valuable academic roadmap for future Pakistani students seeking international education. In addition to her academic work, she is also known as an athlete and columnist. Highlighting the rapid transformation of the global workforce in the digital age, Rubina Kausar stressed the importance of safe digital spaces and technological training for girls. She noted that empowering young women with digital skills will enable them to play a leading role in innovation, entrepreneurship, and global trade.
