Major Vehicle Theft and Violent Carjacking Network Exposed in Greater Toronto Area: 10 Arrested, 128 Charges Laid

Police Recover 15 Stolen Vehicles Worth $1.4 Million in Major Operation; Investigation Uncovers Alleged Recruitment of Young People into Criminal Activities

TORONTO / MISSISSAUGA — Reporting by Tasneem Zaki

Peel Regional Police have announced a major breakthrough in an investigation into violent carjackings and the theft of high-value vehicles across the Greater Toronto Area (GTA). Following an eight-month investigation known as Project High Guard, police arrested 10 individuals and laid a total of 128 criminal charges.

According to police, the investigation went beyond identifying individuals allegedly involved in vehicle thefts and armed robberies. Investigators uncovered what they believe was an organized criminal network involving the planning of robberies, surveillance of targeted vehicles, recruitment of younger individuals, and arrangements to profit from stolen vehicles.

Key results of the investigation include:

  • 10 individuals arrested
  • 128 criminal charges laid
  • 15 stolen vehicles recovered
  • Estimated value of recovered vehicles: $1.4 million
  • 21 incidents investigated
  • Four illegal firearms seized

Violent Carjackings Involving Threats and Weapons

Police reported that some incidents under investigation involved victims being threatened with knives and firearms and subjected to physical violence. Some victims reportedly sustained serious injuries.

The incidents took place between June 2025 and April 2026, with investigators examining 21 incidents as part of the operation.

The investigation highlights a serious public safety concern. Vehicle theft is not simply a financial crime; violent carjackings can pose significant risks to the safety and lives of innocent members of the public.

Different Roles Within the Alleged Criminal Network

Peel Regional Police Detective Sergeant Earl Scott explained during a press conference that the investigation began in March 2026.

As the investigation progressed, officers identified individuals who allegedly played different roles within the network, including people who were not directly involved in carrying out robberies.

According to police, some suspects allegedly identified and targeted specific vehicles, while others were involved in planning and coordinating robberies. Some allegedly participated directly in carjackings, while others were suspected of recruiting younger individuals or arranging the sale of stolen vehicles.

These findings suggest that the incidents may have been part of a coordinated criminal operation rather than isolated acts of vehicle theft.

Concerns Over the Alleged Recruitment of Young People

One of the most concerning aspects of the investigation was the alleged involvement of individuals responsible for recruiting younger people into criminal activities.

Police said some suspects were allegedly involved in bringing younger individuals into the operation and involving them in criminal incidents.

The revelations raise concerns about youth safety and the risk of organized crime exploiting young people. While law enforcement action remains essential, community-based efforts to protect youth from criminal recruitment are also important.

Police have not publicly specified the exact number or ages of the young people allegedly recruited.

Luxury Vehicles and Illegal Firearms Recovered

As part of the operation, police recovered 15 stolen vehicles with an estimated combined value of approximately $1.4 million.

Photographs released by police showed several high-value vehicles, including what appeared to be multiple BMW models.

Officers also seized four illegal firearms, along with ammunition and magazines. Police described these recoveries as significant results of the investigation.

On September 3, 2026, officers executed coordinated search warrants at multiple locations, resulting in arrests and charges.

The Ontario Provincial Police (OPP) provided intelligence and specialized investigative resources, while police services in Toronto, Halton and Hamilton assisted with enforcement and arrest-related activities.

The operation also received support from the Government of Ontario and Criminal Intelligence Service Ontario.

Vehicle Theft Rates Declining in Peel Region

Alongside announcing the results of Project High Guard, police highlighted a positive trend in vehicle theft statistics.

According to Peel Regional Police, vehicle thefts in the region have declined by more than 50 per cent since reaching their peak in 2023.

Police also reported an additional decrease of approximately 10 per cent in 2026 compared with the same period in 2025.

Despite this progress, authorities emphasized that targeted investigations and preventive measures against organized vehicle theft would continue.

Police Chief Emphasizes Targeting Criminal Organizers

Peel Regional Police Chief Nishan Duraiappah highlighted the importance of targeting not only those allegedly committing robberies but also individuals suspected of directing, organizing and financially benefiting from criminal activities.

He emphasized that dismantling organized criminal networks requires effective investigative strategies and strong cooperation among law enforcement agencies.

Ontario Solicitor General Michael Kerzner also expressed the provincial government’s commitment to supporting investigations and initiatives aimed at combating organized crime.

Arrests and Charges Do Not Mean Convictions

The 128 charges laid against the 10 arrested individuals represent allegations, not findings of guilt.

Under Canada’s justice system, every accused person is presumed innocent until proven guilty in a court of law.

Police have confirmed that the investigation remains ongoing.

Public Safety: Important Precautions for Drivers

In light of the risks associated with carjackings, motorists are encouraged to follow basic safety precautions:

  • Park in well-lit and relatively secure locations whenever possible.
  • Lock vehicle doors immediately after getting inside.
  • Remain aware of your surroundings, particularly when entering or leaving your vehicle.
  • Avoid chasing or confronting suspicious individuals.
  • If threatened during a carjacking, prioritize personal safety over your vehicle.
  • Call 911 in an emergency or when facing an immediate threat.
  • Report suspicious non-emergency activity to local police.

These are general safety recommendations and do not represent police-confirmed details about any specific incident.

Police Appeal to the Public for Information

Peel Regional Police have confirmed that the Project High Guard investigation remains active and are encouraging anyone with relevant information to contact investigators.

Authorities say public cooperation can play an important role in identifying individuals involved in organized vehicle theft and preventing further criminal activity.
